Public Commitment on Implementation of Changes to Title IV, HEA Programs under the One Big Beautiful Bill Act (OBBBA) via Negotiated Rulemaking [Docket ID: ED-2025-OPE-0151-0001]  March 2, 2026

On behalf of the New York State Association of County Health Officials (NYSACHO), we respectfully submit comments in response to the U.S. Department of Education’s proposed rulemaking regarding the implementation of changes to Title IV, HEA programs under the One Big Beautiful Bill Act (OBBBA). NYSACHO represents local health officials across New York State who are responsible for protecting and promoting the health of their communities.
