Responsibilities

Distinguishing Features of the Class

The work involves managing major administrative, operational, and programmatic functions within the Department of Health. The incumbent is responsible for overseeing public health program operations, administrative systems, and logistical support across assigned divisions. The position develops, implements, and monitors departmental policies, procedures, and operational standards to ensure effective delivery of public health services and compliance with applicable laws and regulations. Work is performed under the general direction of the Commissioner of Health with wide latitude for the exercise of independent judgment. Supervision is exercised over professional, technical, and clerical staff. Does related work as required.

Typical Work Activities

  • Directs the operations of the Department of Health’s Public Health and Surveillance Division and all associated programs and clinical operations;
  • Plans, organizes, and coordinates major functional activities of assigned divisions with overall departmental operations and objectives;
  • Develops, implements, and evaluates policies, procedures, and operational guidelines for public health programs and administrative functions;
  • Analyzes administrative and operational issues and recommends improvements to enhance efficiency, effectiveness, and service delivery;
  • Directs and oversees the assignment, utilization, and performance of personnel within assigned divisions;
  • Participates in recruitment, interviewing, and selection of professional and support staff

Minimum Qualification

Possession of a Master’s Degree* in Public Health, Public Administration, Healthcare Administration, or a closely related field, and ten (10) years of public health experience**, at least four (4) years of which must have included responsibility for the administration of a public health program.

NOTE: **Possession and maintenance of a current New York State license or certification as a Physician (MD or DO), Physician Assistant (PA), or Nurse Practitioner (NP) may substitute for four (4) years of required general public health experience but not the specific administrative experience requirement.

NOTE 2: For qualifying purposes:

Administration – responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administration experience.

Public Health – the science and the art of preventing disease, prolonging life, and promoting physical and mental health through organized community efforts for the sanitation of the environment, the control of community infections, the education of the individual in principles of personal hygiene, the organization of medical and nursing service for the early diagnosis and preventive treatment of disease. Public Health has three main areas of concern: (1) Health Services (including home health services); (2) Behavior Modification and Health Education; and (3) Environmental Hazards.

Salary: $130,815
