Funding Source: Grant Funding
Position Type: Part-time, Temporary (through June, 2026)
Hours: 10-15 hours per week, flexible scheduling
Compensation: $40 per hour
Location: Latham, NY – virtual or hybrid with limited travel required
Overview: The New York State Association of County Health Officials (NYSACHO) is seeking a Special Project Executive to manage a grant-funded project aimed at advancing health policy and infrastructure across New York State by empowering public health leaders in rural areas. This pilot program will support the public health workforce in rural counties, particularly those new to their roles or involved in succession planning activities. The project aims to enhance the collective ability to influence public health policy effectively.

Key Responsibilities:

1. Project Management:

  • Oversee and manage the grant contract project, ensuring all deliverables are met within the specified timeline.
  • Work closely with the Executive Director and Associate Director, other staff, and other stakeholders to ensure project goals are achieved.
  • Other duties as agreed upon by the incumbent and Executive Director that fulfill the mission/vision of NYSACHO.

 

2. Component 1: Informing Non-Public Health Local Leaders of Public Health’s Value Proposition:

  • Work with NYSACHO contractors including communications firms and our website media company to help develop key elements of a series of learning hub resources for local leaders on the value proposition of public health.
  • Collaborate with partners to promote a learning hub for educating local leaders on the public health landscape in New York.
  • Drive the creation of and management of a repository of information, including micro-learning video modules, to help local health departments onboard new leaders.
  • Help to inform educational content covering topics such as core public health requirements, state aid reimbursement, public health workforce trends, and leadership stories from the field.

3. Component 2: Creating a Pathway for Succession Planning:

  • Help organize, inform, and facilitate a succession planning training series led by experts from training consultants, addressing priority training needs for rural local health departments.
  • Develop a mentorship program for new local health department leaders, leveraging models from other state associations.
  • Engage local health department leaders in defining training topics and inviting staff to participate in interactive training sessions.

4. Stakeholder Engagement:

  • Collect information from participating members to help inform and drive elements of the learning hub for local leaders; training on succession planning series, and mentorship programs.
  • Facilitate meetings and serve as the liaison to local health department leaders involved in and benefit from the program.
  • Foster relationships with local health officials, county leadership, and other stakeholders to promote the program’s objectives.
  • Work with the New York State Association of Counties (NYSAC) to help promote and involve local leaders in learning opportunities and modules created through the training hub.

5. Reporting and Evaluation:

  • Assist by developing program/project deliverable timelines for each of the grant components being led by this position.
  • Monitor and report on project progress, ensuring compliance with grant requirements.
  • Evaluate project outcomes and impact, providing recommendations for future initiatives.

6. General Duties and Responsibilities

  • Complete and submit weekly time sheets and work reports.
  • Maintain and submit all travel and expense reports.
  • Maintain safety and confidentiality of NYSACHO equipment and records.
  • Adhere to all organization policies and procedures.
  • Additional duties as assigned.

Minimum Qualification

  • Bachelor’s degree, required.
  • Minimum of 10 years of experience working in a leadership position within a local health department in New York State.
  • Deep understanding of public health policy and infrastructure, particularly in rural settings in New York State.
  • Strong project management skills with the ability to manage multiple components simultaneously, and experience working with contract vendors.
  • Excellent communication and interpersonal skills.
  • Ability to work independently in a flexible, virtual environment.
  • Experience in developing educational content and training programs is a plus.
  • Strong skills in Microsoft Office Suite and Zoom Meeting Platform.

Salary: $40 per hour
