Representing local health departments (LHDs) in New York State, this position works collaboratively within a team of 9 full time employees. Meet the team here! The incumbent filling this position will also help the Executive Director in their role to support the NYSACHO Board Directors and members of NYSACHO.

The NYSACHO Program Manager is responsible for providing professional support to programmatic activities, including implementing, coordinating and promoting projects; coordination and management of in-person events and meetings; identifying and responding to member and team needs; assessing policies and programs; and providing coordination and support, as needed. The Program Manager will manage projects and activities specific to contractual work related to harm reduction and climate and health adaptation. However, the assigned portfolio of work may shift or evolve over time based on contract availability and need of members, so the candidate should be flexible and adaptable to working on other public health focused topics as well.

The Program Manager will also be responsible for assisting with policy, guidance and regulatory review, and other projects related to public health and supporting LHDs in the work they lead to improve health and well-being in communities.

Responsibilities

MEMBER SERVICES
• Assist Local Health Departments (LHDs) to strengthen their individual and collective capacity, through membership support services.
• Provide technical assistance to LHDs in assigned program areas.
• Responsible for general knowledge of assigned program areas (including but not limited to harm reduction and climate and health adaptation strategies).
• Represent LHDs during membership meetings, statewide workgroups or committees as assigned.
• Serve as the main staff liaison to LHD staff and contract leads at the New York State Department of Health pertaining to overdose prevention-harm reduction and climate and health adaptation contracts, and regional meeting activities.
• Serve as the main staff liaison for the NYSACHO committees as assigned.

CONTRACT/GRANT
• Performs day-to-day task management associated with assigned projects and supports the completion of project deliverables, such as writing and disseminating reports/briefs, creating, and updating web content on project websites, coordinating and planning meetings, developing, and analyzing surveys, tracking and monitoring project activities, and sharing information with local health departments and other NYSACHO partners and stakeholders.
• Plan and coordinate annual in-person harm reduction symposium conference in coordination with event and program coordinator, program directors and NYS Department of Health contract partners.
• Contributes to the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of program operations and capabilities.
• Work with NYSACHO event planning specialist and facilities and vendors as needed.
• Facilitate calls and communicate with local health department leadership, contract agency program staff and other partners as needed.
• With support from fiscal team, review monthly vouchers and annual contract budgets for accuracy.
• Monitor/track budgets for contract-related deliverables.
• Draft and assure timely submission of all contract related reporting that falls within the scope of responsibilities.
• Present project related successes in state and national forums.
• Serve as liaison for NYSDOH or other contract agencies on implementation of program activities.
• Coordinate, distribute and analyze evaluation data following events.
• Manage contract related consultants, including consultant adherence to deadlines and budgets
• Development of post-event report summarizing evaluation forms and meeting outcomes.
• Coordinate and facilitate post-event technical assistance to LHDs.

GENERAL DUTIES/RESPONSIBILITIES
• Assist with the substantive work of assigned contract areas by providing program support services.
• Provide programmatic and administrative support to NYSACHO Directors and other staff as needed.
• Complete and submit weekly time and work reports.
• Maintain and submit on a timely basis all travel and other expenses reports.
• Maintain safety of all NYSACHO equipment and records.
• Adhere to all agency policies and procedures.

Minimum Qualification

• Required: Bachelor’s Degree, preferably in Public Health, Community Health Education, social work, or human services or administration related fields. Interest in working with local health departments or in public health practice.
• Preferred: MPH with experience in grants administration; experience/knowledge of the Local Health Departments and/or State Department of Health.
• Strong computer skills, especially in Microsoft Office Suite, SurveyMonkey, and Zoom Meeting Platform.
• Able to work independently AND in a team environment.
• Attentive to accuracy and detail.
• Must enjoy occasional travel and overnights within NYS. Travel mainly occurs during weekdays not overlapping into weekends.
• Must have a current valid NY State driver’s license and provide own transportation.
• Strong communication and writing skills.
• Ability to effectively communicate with members, management and staff.
• Ability to write effective, clear and timely reports, proposals and other documents.
• Strong planning and organizational skills with keen attention to detail.
• Ability to manage multiple tasks and projects under the pressure of deadlines.
• Excellent interpersonal skills with experience collaborating in a multi-disciplinary, diverse and dynamic team.

Salary: $50,000-$54,000

Preferred Position Start Date: September 30, 2024.
Position location: 8 Airport Park, Latham, New York – Hybrid Position. NYSACHO employees work in the office 2 days per week with flexibility.
The full-time (35 hours per week) position includes excellent benefits and compensation.
